城市近郊风景旅游区中，开发建设与生态环境保护之间的矛盾渐趋尖锐，单纯强调保护与片面进行开发都无法获得令人满意的结果。通过深入分析近年来主持编制的北京市海淀北部地区的4个风景地的规划实例，从概念规划、总体规划、控制性详细规划、修建性详细规划以及行动规划等各个规划层面积极探索，希望在风景规划中寻求一种生态环境改善与土地资源有效利用之间高度平衡的规划方法，促进经济发展和环境建设的共同提升。

The contradiction belween development and environment protection in suburban scenic areas is becoming acute, and simply for a one-sided emphasis on the protection or development can not be a satisfactory outcome. Through in-depth analysis of the four tourism planning projects for the north pad of Haidan District, exploration is made from the tourism planning, overall planning, controlling detailed planning, construction detailed planning and activily planning aspects in order to find a planning method to balance the ecological environment improving and the land resource use to promote the economic development and environment construction together.
