法治保障体系构建对于加强和创新社会管理意义重大。法治保障体系主要由立法、执法、司法和守法4方面构成。构建社会管理创新法治保障体系的途径主要包括：强化法治理念，进一步夯实思想基础；完善相关法律制度建设；创新法律实现手段等。同时，构建社会管理创新法治保障体系还要求法律保障体系本身要立足于社会管理现实、要有前瞻性、要有利于维护社会稳定和法治政府建设。

On Construction of Legal Security System for Social Management Innovation

To construct a legal security system is of great significance for strengthening and innovating social management. The system mainly consists of four aspects, i.e. legislation, law enforcement, administration of justice, and abidance by law. It can be constructed through strengthening the awareness of the rule of law to consolidate the ideological foundation, perfecting the construction of relevant legal systems and innovating the methods to implement the law. Meanwhile, to construct the system requires the system itself to be based on social management realities, to be forward-looking and to be beneficial to social stability maintenance and the building of a government under law.
