完善经费投入政策促进地方高等教育内涵式发展

在高等教育发展重点论的政策导向下,现行经费投入政策未能彻底解决地方高校发展的资金瓶颈问题,当前地方高等教育经费主要依赖地方财政与学费收入.为推动地方高等教育内涵式发展,中央财政要加大对地方高校的支持力度,地方财政要发挥经费投入的主体作用,学费标准要纳入价格听证范围并建立不同学科专业学生毕业后收益率的动态调整机制,地方高校要切实提升服务区域经济社会发展的能力.

Local higher education mainly relies on tuition fee. To promote local higher education con- notation development, the central government will continue to increase in local colleges and universi- ties support, local finance will further play the main role in funding, and local universities should en- hance the ability to serve the regional economy and social development.
