党代表联系群众的实践探索与制度创新——基于重庆市垫江县的调查与思考

如何完善党代表联系群众制度，把密切党群关系、夯实执政基础作为谋划和开展各项活动的出发点和切入点，是各级基层党组织面临的一个重要课题。重庆市垫江县从本地实际出发，建立党代表联系群众制度，已初见成效：搭建了党代表们履职“新平台”；实现了党群干群沟通“零距离”；开通了社情民意收集“直通车”；推进了政策法规宣讲“广覆盖”；畅通了群众意见办理“高速路”；实现了决策检验完善“全落实”，从中我们得到了5点启示。

Dianjiang of Chongqing has built the system of Party representatives ties with the masses from the local actual conditions, and has already produced results： it has built ＂a new plat- form＂ for delegates duties, achieved the masses ＂zero distance＂ communication, opened the social conditions and public opinion collection ＂ through train＂, pushed the policies and regulations about ＂wide coverage＂, opened the opinions of the masses for ＂high speed road＂, and realized the ＂full implementation＂ of decision making perfect inspection, from which we got five inspirations.
