| 摘 要： | 对居民用水实行阶梯式水价是我国城市供水价格结构改革的发展趋势,也是促进节约用水的最有效措施之一。阶梯式水价具有补偿成本、合理收益、公平负担等优势,但分段计量水量和价格的确定有很大难度。文中结合北京城市居民用水的调查分析,提出了北京市阶梯式水价的方案和执行措施。

| Abstract: | The implementation of scalar water pricing system for urban domestic water is not only the developing trend of the reform on the structure of urban water pricing system in China,but also the most effective measure for water saving.The scalar water price is predominant with the advantages of cost compensation,reasonable benefit,fair burden etc.However,it is difficult to determine the segment metering for the water consumption and the price concerned.The scheme and implementing measures for the scalar water pricing system for Beijing are put forward herein based on the investigation of the urban domestic water consumption of Beijing. |
