建设工程监理过程中监理安全管理责任探讨

通过对目前建设工程相关的法律、法规、规范等的分析，从工程实体质量安全事故中监理的责任和工程安全生产事故中监理的责任两方面对监理安全管理责任进行了详细的分析与论述，认为监理对工程实体质量安全事故，应为其由于失职、不尽职等行为造成的后果承担责任，而对于安全生产事故，监理不应承担安全管理责任．随着监理市场的日趋成熟，应大力改进相关法律、法规、规范等的不足或不完善之处，在安全监督管理方面，政府有关部门不能一味强调监理的责任，更应该加强施工单位的安全监督管理力度，杜绝安全事故的发生。

Security liability of supervision engineers in engineering construction

The discussion is concerned with the topic whether the supervision engineers should be charged with construction safety liability.Through analysis of laws and criterion related to construction engineering, the responsibility of engineering safety accidents are parted into the responsibility of the engineering quality safety accidents and the engineering construction safety accidents.It is considered that the supervision engineers should be responsible for their company for accidents resulting in engineering quality problem,but not be responsible for construction safety accidents.Some shortage of laws and criterion related to construction engineering are pointed out. It is suggested that the government department intensify the security management of construction and put an end to safety accidents.
