| 摘 要： | 在基于对交易成本的治理结构和基于利益相关者的治理结构研究的基础上,提出了基于产业集群外部关系的价值链治理和基于产业集群内部关系的网络治理,两种治理结构的互补实现产业集群的治理创新。

| Abstract: | Based on the review of governance structure of transaction costs and related benefit groups, two types of governance structures such as value chain governance and network governance are proposed. The former one is based on the external governance of industrial clusters, and the latter one on internal governance. These two types of governance structures help realize governance innovation of industrial clusters. |
