城市规划运行过程中的控权论和程序正义

城市规划政策主体在其行为过程中是一种经济人的角色 ,它们都是追求自身利益的最大化 ,传统的以行政权力机关为规划政策主体的理论受到质疑 ,制定城市规划政策需要各类主体的参与 ,需要对城市规划行政权力机关实行控权 ,在我国实行控权主要是要防止行政官员滥用权力 ,而不是削弱行政权力 ,需要通过一定的程序实现规划政策的公平与正义。
