试论传统水利向现代水利的转变

中国确定了现代水利的治水思路。现代水利的内涵厦如何实现现代水利是需要进一步探讨的问题，实现现代水利首先应突破两个障碍，一是应树立水利做为国民经济基础产业，为国民经济全方位服务的思想，消除发展现代水利的思想障碍；二是应加快水务一体化管理改革步伐，解决体制方面障碍。在此前提下，用可持续发展思想统领水利工作，加大对水利的资金、人才的投入，实现水利现代化、水利可持续发展目标，为国民经济可持续发展提供支持。

Discussion on how to realize the change from the traditional water resources to the modern water resources

The authors consider that first of all we should clear away two barriers against realizing modernization of water resources.We should set up the idea that water resources being basic industry of national economy served national economy,remove the barrier from our brains and put forward the reform of the integrated management of water affairs.So we should utilize the theory of sustainable development to lead water affairs and enlarge invest intellect in water resources to realize modernization in water conservancy and water resources sustainable development supporting the sustainable development of China national economy.
