| 摘 要： | 中小企业在我国经济建设中起着不容忽视的作用，它们的技术创新优势、分工优势、市场活力、较小的金融风险以及它们所创造的巨大的国民财富和就业机会无不显示出其发展的重要性。然而，我国中小企业目前也面临着特别的困难，因此，有必要在中小企业的外部环境、融资网络和技术创新上为之提供倾斜的政策支持。

| Abstract: | The roles medium_sized and small enterpri ses are taking part in our country econo mic construction are not to be ignored. Their importance finds expression in ma ny aspects such as their advantages of technical innovation and division of labo ur, the vigour of markets, lower financial risks and huge national wealth and em ployment opportunities they offer. However our medium_sized and small enterprise s are facing special difficulties, so policies in their favour are necessary in these aspects of their external surroundings,finanical n et and technical innovation. |
