| 摘 要： | "三超"问题是政府投资项目经常发生的问题,对于国防科技工业固定资产政府投资项目(即军工基建项目),必须形成符合实际的控制指标,并通过科学管理达到规定的指标,才能充分发挥投资效益.本文通过对军工企业的特点、工程项目质量形成的阶段要素、军工基建项目市场供需竞争的特点来分析和解决"三超"问题.

| Abstract: | The"three surpass" problem often occurs in the government investments field.For the military industry fixed investments project,it must be framed the control limit and reach the control limit through scientific management,to attain investment efficiency adequately.The market of military industry fixed investments project should be analyzed according to the characteristic of the military enterprises,the factors of the projects quality forming,market competition between supply and demand.In this way,the feasible solution about the subdivision market can be found. |
