| 摘 要： | 加强石油天然气工业的立法，是社会主义市场经济发展与油气勘查开采实践的需要。针对现行油气管理法规在矿种管理体制，相邻采矿权人关系，油气采矿人主体资格，解决采矿权纠纷等未明事项，运用法学理论进行了剖析；阐述了加强油气立法工作的必要性和紧迫性；并有针对性地提立法建议，以期引探讨和有关部门重视。

| Abstract: | t is the needs of socialist market economy development and oil-gas exploration to enhance the legislation of oil-gas industry. The inexplicit matters of present oil-gas rules in the aspects of mine kind management system, the relations among the close persons with mining right, main body qualification of oil-gas mining persons and how to solve the disputes of mining right are analysed by legal theory. The necessity and urgency of strengthening oil-gas legislation are expounded. |
