| 摘 要： | 从城市人防建设实际出发，根据城市防空地下室特点，建立防护等级评定系统，得出模糊综合评判模型；选择隶属度函数，运用层次分析法确定各因素的权重；采用模糊数学的方法，进行一级、二级模糊综合评判，最终评定出城市防空地下室防护等级。

| Abstract: | Starting from practice of people defence construction and according to features of air-raid shelter, it builds up evaluative system of air-raid grades and gets evaluation model. It fixes ratio of each factor by selecting dependent function & using. It evaluates air-raid shelter grades in city finally by using ambiguous mathematic method. |
