中国能源发展战略重大问题研究

当前重新审视和研究中国未来能源发展战略,急需对能源发展的战略定位、道路选择、体制保障与公共责任等重大问题进行深入的研究和探讨。本文着重阐述如下主要观点:坚持能效为先,内外并举,环境协调,以煤炭为主体、电力为中心,油气和新能源全面发展;坚持市场化、集约化和全球化的能源发展道路;破除价格机制、市场主体和体制等方面的障碍;不断增强政府在能源发展中的社会公共责任。

Study on Serious Problems of China''''s Energy Development Strategy

As China urgently needs to choose a proper orientation for development, and build up sound mechanism and public obligation awareness for future energy development, several ideas put forward in this paper, such as, persistently practice energy conservation priority policies, use coal and electricity as primary energy supply while promoting oil & gas and new energy industries development at the same time. Set up market mechanism and integrated system and use a global- oriented strategy, clear away obstacles existed in price, market and mechanism systems, and strengthen government responsibility in energy development process.
