水利部取水许可电子证照系统建设与应用

为更好地发挥电子证照应用在深化“放管服”改革中的重要支撑保障作用，水利部以取水许可电子证照建设为试点，依托全国一体化在线政务服务平台，以建立统一的电子证照生成接口规范、编码体系、数据库、共享体系为宗旨，以统一平台、统一取水许可电子证照标准、资源整合共享、减证便民服务为核心，搭建包括综合管理、证照目录、统计分析、系统管理四大子系统的全国统一的取水许可电子证照系统。试点应用表明：推行取水许可电子证照系统应用，可实现省、市、县三级行政区证照系统对接功能，全面实行取水许可政务服务“一网通办”，提升水资源管理政务服务规范化、便利化水平，减证便民成效显著，对依法加强取用水管理具有重要意义。

Construction and Application of Electro-license System of Ministry of Water Resources

The Ministry of Water Resources builds an electro-license system based on the national integrated online government service platform,establish a unified electronic license generation interface specification, a unified electronic license coding system, a unified electronic license database, a unified electronic license sharing system.Taking the construction of electro-license for water intake permit as a pilot to carry out the promotion work,and nationally implemented e-license issuance and centralized management of water intake permit,accumulate experience for promoting the expansion and application of electro-license system of Ministry of Water Resources, and provide basis for subsequent electronic license construction.The electronic license system of the Ministry of Water Resources will further standardize the mechanism of electro-license issuance, expand the field of government service of electro-license, and enrich the application scenarios of electro-license.
