南水北调工程数据共享现状分析

为了促进南水北调工程数据资源共享，推进数据资源的有效利用，通过座谈、调研、资料收集等手段，对南水北调工程业务信息系统的水量调度和防汛、水生态环境及工程管理等核心业务信息资源进行摸底， 梳理业务、监管及基础数据的需求，分析数据共享的现状。研究结果表明：目前南水北调工程各个调度运行管理系统独立运行，缺乏完整的、共享数据来源及统一的数据标准，且数据的横纵向共享水平有待进一步提高。 在保障网络和数据安全的前提下，进一步提出统一南水北调工程数据标准，建立数据的共享和更新整编机制， 并继续进行深度数据挖掘工作的建议，可为南水北调工程构建智慧水利体系提供决策支撑。

Analysis on current situation of data sharing of South-to-North Water Transfer Project

In order to promote the sharing of data resources of the South-to-North Water Transfer Project and promote the effective utilization of data resources, this paper makes a thorough investigation of the core business information resources of the business information system of the South-to-North Water Transfer Project, such as water dispatching management, flood control management, water ecological environment management and project management, and sorts out the business needs, regulatory needs and basic data needs, and analyzes the current situation of data sharing. The results show that at present, each dispatching operation management system of the South-to-North Water Transfer Project operates independently, lacks complete shared data sources and unified data standards, and the horizontal and vertical data sharing level needs to be further improved. On the premise of ensuring network and data security, it is further proposed to unify the data standards of the South-to-North Water Transfer Project, establish a data sharing, updating and integration mechanism, and continue to carry out in-depth data mining, which can provide decision support for the construction of intelligent water conservancy system of the South-to-North Water Transfer Project.
