清水沟、刁口河联合运用模式研究

摘    要:提出黄河入海流路运用的约束条件和方案集,依据顶层设计的理念,采用"自上而下"的方法研究清水沟、刁口河联合运用的模式,提出流路选择、行河方式、流路运用方案、流路运用工程措施的约束条件或边界条件,设置刁口河作为分洪通道或生态调水通道、刁口河与清水沟同时行河三个方案,提出应分析各方案的工程措施,并分析其对水资源配置、生态环境、社会经济等的影响,研究流路的管理模式及调度方式。

Abstract:The solution set and constraints for the route of Yellow River entering into the sea are introduced based on the theory of top layer design and with the approach of "top to down", in order to study the model of joint operation of Qingshuigou and Diaokou River. Route options, ways of lines, using scheme of routes, and constraints or boundary conditions of engineering measures are put forward. Three schemes are proposed, such as setting Diaokou River as flood discharge or ecological water diversion, and employment of Diaokou River and Qingshuigou simultaneously. Studies have been carried out for the management mode and regulation of routes of river entering into the sea, based on assessment of impact of joint operation on water allocation, eco-environment and economy and society.
