项目管理与项目治理的辨析

目前，不论是在理论界还是在工程实际应用中，对项目管理已经形成了比较统一的认识，然而，对项目治理认识的不足以及项目管理和项目治理之间概念上的混淆，给管理上造成了混乱，甚至导致项目的失败。在阐述项目管理和项目治理的产生和发展的基础上，分析了两者的要素（包括主体、目标、客体、内容和方法）、运作机制和支撑理论，得出了项目管理与项目治理在目标、主体和客体、目标实现途径以及研究的基础理论等方面异同的结论。

Analysis of Project Management and Project Governance

Currently, no matter in the field of theory research or practical engineering applications, the research on project management has formed relatively consensus understanding. However, the lack of knowledge about project governance and the conceptual confusion between project management and project governance have caused confusions in management,or even result in project failure. On the basis of project management and project governance development,this paper analyzed the elements（including subject, objective, object, content and method）, operation mechanism and supporting theory of the two, and concluded the differences between project management and project governance in objective, subject and object, approach to objectives, basic theories,etc.
