风电平价上网政策下投资主体工程造价管理探讨

2009年以来,国家多次下调风电补贴电价,在电价补贴不断退坡政策影响下,风电投资主体唯有不断加强建设项目全过程工程造价管理,降低项目总成本费用,才能维持项目正常运营,保证基本的投资收益。文章从分析风电项目总成本费用构成入手,通过对不同电价政策时期风电项目总成本费用进行对比,阐述了全生命周期内造价管控的重要性,提出了风电投资主体通过对设计、施工、生产运营各环节进行有效的造价管控逐步降低总成本费用的措施。

Discussion on Developer's Project Cost Management under Grid Parity Policy for Wind Power

Since 2009,the state has repeatedly cut the price subsidies for wind power.Under the influence of the policies of continuously declining electricity price subsidies,the wind power developer can only maintain the normal operation of the project and guarantee the basic investment income by continuously strengthening the whole-process project cost management and reducing the total project cost.This paper,starting from the analysis of the total cost structure of wind power projects,expounds the importance of cost control in the full life cycle by comparing the total cost of wind power projects under different electricity price policies.The paper also puts forward the measures for wind power developer to gradually reduce the total cost through effective cost control at each stage of the project including design,construction and operation.
