| 摘 要： | 论述了施工前建设工程质量政府监督管理是政府质量监督工作的前移,是有效实现政府质量过程和体系监督的重要组成部分。指出了施工前监督管理的主要内容是设计审查、招标投标、合同及相关业主建设行为,其目的就是确保建设工程项目实施能力达到预控标准。

| Abstract: | Government supervision and management of project quality before construction is the forward work of government quality supervision. It is an important part to effectively achieve the government quality process and system surveillance. Its main contents include designing and checking, biding, contract and construction actions of related owners. Its goal is to assure that the ability to implement construction projects can achieve the pre-control criteria. |
