实现川渝地区天然气产运销协调管理的主要措施

中国石油西南油气田公司在川渝地区已形成较为完善的天然气产运销系统，区域内天然气市场高度发育。近年来，随着国民经济的持续快速发展，天然气供需矛盾日渐突出，需要做好天然气产销平衡，保障市场稳定，确保供用气双方协调发展。针对天然气产运销形势和特点进行了分析，该公司在产运销协调管理方面的做法主要有：充分挖掘现有生产潜力，加快新区产能建设；加大管道建设、保护及安全隐患整治力度，注重应急处理，加强内外协调，保障产销平衡；采取积极有效的营销策略，做到“经济、政治、社会”三大责任相结合。提出如下建议：①通过加快产能建设，理顺天然气价格机制，从产、销两方面同时解决天然气产销平衡问题；②加快川渝地区管网与全国天然气管网的沟通、连接，适时建设储气库，以解决川渝地区调峰及生产应急问题；③严格执行气田开发纲要，保持合理的储采比，注重持续发展。

Main measures of management and coordination on production, transmission and marketing in Sichuan and Chongqing area

PetroChina Southwest Oil &; Gasfield Company has its own complete system of natural gas production, transmission and marketing in Sichuan and Chongqing area. In recent years, along with the rapid development of national economy, the imbalance between natural gas supply and demand is increasingly conspicuous, and so the target for this company is to ensure a stable natural gas market by achieving balanced development of production and marketing. Based on analysis on the present situation and characteristics of natural gas production, transmission and marketing, this paper summarizes some effective measures which this company has taken and puts forward some other suggestions as follows: a. to achieve balanced development of natural gas production and marketing by increasing the productivity of natural gas and establishing a rational gas pricing system; b. to solve the issues of peak shaving and the production of emergency by connecting the regional gas pipeline networks with the national ones and building up gas storage tanks in good time; c. to maintain the sustainable development with a reasonable R/P ratio by strictly implementing the projects of gas field development.
