摘    要:针对2011年中央1号文件提出2020年基本建成四大体系的目标任务, 通过制定17个评价指标,建立模糊聚类循环迭代模型,从防洪抗旱减灾、水资源合理配置和高效利用、水资源保护和河湖健康保障、水利科学发展制度体系建设方面对2009年全国水利发展状况进行了分析评价。结果表明,东部水利发展水平总体优于中、西部,华东地区水利发展水平最高,西北地区最低;揭示了地方水利发展存在的问题和不足,可为今后我国地方水利发展提供参考。

Abstract:According to the No. 1 documents of the central government which puts forward that china will basically be built four systems in 2020, fuzzy clustering cycle iterative model is established by selecting 17 evaluation indexes system. And then the current development situation of water conservancy in China in 2009 is evaluated from the aspects of flood control and drought relief system construction, reasonable allocation of water resources and efficient utilization system construction, water resources protection and the health security system construction and water conservancy science development system. The results show that the water conservancy development level of eastern provinces are better than those of central and western provinces; water resources development level of East China is the highest and it is the lowest in West China. Finally, the existing problems of local water resources development are revealed, which can provide reference for the local water conservancy development in china.
