摘    要:对降低钴源辐照装置潜在照射的管理和控制进行了探讨。分析了我国钴源辐照装置的现状和引发事故的原因,提出了降低潜在照射的控制措施。在设计上采用纵深防御和良好的工程实践,安全设备要有足够的冗余性;实施科学的管理,源始终受到合格申请人或注册者严密有效的监督监测监管;进行安全分析与评价;优化审管体系和监管机制;建立源的退役制度等,从而达到对潜在照射有效的管理和控制。

Abstract:This paper is intended to address the problems of the management and control of potential exposure of cobalt irradiation units and analyze both the current situation and the resultant accident reasons associated with irradiation units,with the necessary control measures provided to reduce potential exposure.The concepts of defense in depth and excellent engineering practice are introduced in design to provide the units with sufficient redundancy.In the course of scientific management,the qualified applicants or registers devoted,strictly and effectively,their oversight,monitoring and regulation to the irradiation units.The effective management and control are achieved through safety analysis and assessment,reasonable regulatory system and source decommissioning system.
