生活圈视角下整合型民生服务模块化研究

摘    要:存量化城市发展背景下,为提高城市民生服务水平及效率,基于生活圈视角,提出整合型民生服务规划模式。并针 对旧城区、新城区兼顾不同城市建成条件,提出不同整合型规划模式分类。在此基础上,建立民生服务模块化三维框架,从 服务功能、服务流程、服务管理 3 个维度对模块化构建方式进行分析,并确定三维框架下民生服务效能。应用整合型模块化 服务框架,对民生服务组织与流程进行落实,并从管理流程、建设时序与住区营造角度提出了落实策略。

Abstract:Under the background of quantitative urban development,to improve the level and efficiency of urban livelihood services,an integrated livelihood service planning model was proposed from the perspective of the life circle. Then,different types of integrated planning models were investigated under the consideration of the built conditions between old and new urban areas. On this basis,a three-dimensional modular framework for livelihood services was established. The modular construction method has been discussed from three dimensions including service function,service process,and service management. Then, the effectiveness of the livelihood services under the three-dimensional framework has been determined. Finally,this paper puts forward implementation strategies from the perspective of management processes,construction timing and settlement construction by applying an integrated modular service framework.
