基于内容分析法的我国装配式建筑政策文本研究

装配式建筑政策工具的合理运用是促进装配式建筑市场发展的重要手段。为深入了解我国装配式建筑政策工具应用现状，从政策工具视角出发，采用内容分析法，以中央政府层面（1950~2018 年）颁布的装配式建筑政策文本为分析对象，从政策工具、项目全生命周期、政策目标3 个维度构建了装配式建筑政策三维分析框架。研究发现:现行的装配式建筑中央政策在基本政策工具维度上偏重管制型政策工具，项目全生命周期维度偏重项目施工，政策目标维度政策工具应用较平衡。

A Textual Study of Chinese Prefabricated Building PolicyBased on Content Analysis

The rational use of prefabricated building policy tools is an important means of promoting the development of thefabricated building market. In order to gain a deeper understanding of the application status of China’s prefabricated building policytools，the content analysis method was used to analyze the prefabricated building policy texts published by the central government（1950~2018）from the perspective of policy tools. An analytical framework of fabricated building policy was constructed from threedimensions:policy tool，project life cycle and policy goal. The study found that the current central policy of prefabricated buildingsfocuses on regulatory policy tools in the basic policy tool dimension，the project life cycle dimension focuses on projectconstruction，and the policy objectives dimension are more balanced in policy tools.
