工程质量潜在缺陷保险的国外经验与国内探索

摘    要:工程质量潜在缺陷保险(IDI)有助于提升住宅建筑质量,维护业主合理权益。为推进IDI 在我国规范有效发展,在明确IDI 相关概念特征的基础上,分析和总结了国外的典型发展经验及我国的探索现状。运用文献研究和鱼刺图分析方法,从政府、保险公司、风险管理机构、建设单位、消费者等五大主体角度梳理当前我国IDI 发展中存在的问题。并结合国情指出相关方积极参与、多措并举,实现多方共赢是推动我国IDI 发展,改善房屋质量,保障业主权益的关键。

Abstract:Inherent defects Insurance(IDI)helps to improve the quality of residential buildings and protect the reasonable rights andinterests of owners. To promote the standardized and effective development of IDI in China,this article firstly analyzes andsummarizes the typical development experience of foreign countries and the current status of China based on defining relevantconcepts and characteristics of IDI. Then,this paper uses the literature analysis and fishbone diagram to sort out the problemsexisting in the development of IDI in China from the perspectives of the five main stakeholders:government,insurance company,risk management agency,construction unit,and consumer. Finally,based on national conditions of China,the paper points out thatthe active participation of involved parties and multiple measures to achieve a win-win situation for all parties is the key topromoting the development of IDI in China,improving the quality of house,and protecting consumer rights.
