美国公共住宅的起源与发展

美国早期公共住宅产生原因来自工业革命后，人口自农村迁往城市与内战后黑人往北方城市中心移动。后期则因为1929年经济萧条使人民流离失所，加上二次大战后，战士返乡、婴儿期出现．都使房荒问题愈趋严重。公共住宅基本上是为低收入家庭而兴建，因此许多社会问题随之而生，美国国会一向对它不太支持，美国政府负责之公共住宅于80年代式微，而逐渐改由私人企业开发。

Origin and Development of Public Housing in America

In 1937, the federal government of the U.S. proclaimed that it's national housing goal was to provide all citizens with decent homes and a suitable living environments. Ironically, the purpose for public housing was set to designate the lowest guality for low-income families. Both social upheavals and housing problems has coexisted since then.
