适合国情的实用当量电价法

摘    要:中国自1984年以来执行直接鼓励投资的多家办电方针和电价的双轨制,在促进电力大发展的同时,也使开放发电市场面临一系列难题,其中一些难题在世界上也是没有先例的。指出两部制电价的两个经济学基础在中国已不复存在;英国的定价方法将抑制中国电力工业的发展;而拍卖的单一电价的多变性,中国的市场难以承受。介绍了适合中国的当量电价法及发电领域经济关系的调整,包括融资和重组。给出了该当量电价法的建模与算法,在结论中概括了当量电价法的若干好处。

Abstract:Since 1984 Chinese governm enthas been carrying outthe specialderegulation policy forgeneration investm entand regulation policy forgeneration pricing, w hich have been resulting in thefastexpansion ofgeneration capacity. Butattheeve of opening electricity power m arket people find that a lot of difficulty w illbe encountered. Som e problem s are never m et before in the w orld. One ofthe problem s is the poolpurchase pricing (PPP) in the day-ahead generation spotm arket. The authors pointoutthatthe econom icbasisoftwo-parttariffs has disappeared. TheUK'sm ethod restrains the developm entof Chinese power industry. How ever, Chinese m arketis not able to bear the volatility of one-part tariffs caused by auction. Then, the authors presentthe electricity value equivalent(EVE) m ethod thatfits the Chinese situation and the restructuring ofeconom ic relations am ong power plants. In this paper the m odeling algorithm ofEVEm ethod is presented, in w hich the capacity shadow costs w ith the energy bidding are revalued and participated in thecom petition ofthe day-ahead spotm arket. The advantagesofthism ethod are concluded in the end. Itis believed to be one ofthe optionsfor developing countries.
