中国在历史上承担重要建筑修缮的工部虽然历史悠久，但在儒家思想和封建体制之下并未衍生出现代文物保护理论和实践。本文围绕清末西学和政治更迭中所衍生的相关机构设置和法律建设，探索国内早期政府层面主导的文物古迹保护事业发展进程。

A Brief Analysis of the Promotion of the Alteration of Government Structure to the Protection of Chinese Cultural Relics before the Founding of the People's Republic of China

Although the Ministry of Works, which undertook the repair of important buildings in China''s history, have a long history, the theory and practice of cultural heritage protection based on modern concepts have not emerged under the Confucian ideology and feudal system. This paper focuses on the establishment of relevant institutions and legal construction derived from the western learning and political changes in the late Qing Dynasty, and explores the process of cultral heritage protection led by the early domestic government.
