小城镇密集地区整合发展探索——以温州市鳌江流域为例

小城镇密集地区城镇之间的协调发展问题日益突出,由上级政府组织编制跨行政区划的城镇协调发展规划成为一种有效的调控手段。温州市鳌江流域的城镇群发展战略研究和城镇密集区协调发展规划的编制,为城镇群的整合发展提供了有益的探索和经验积累:分析了小城镇密集地区存在的问题及协调发展的难点,提出明确城镇群发展定位,整合城镇群体空间布局,调控各城镇的用地功能,统筹区域城镇支撑体系,建立良好的城镇调控机制等小城镇密集地区整合发展的关键举措。

SMALL TOWN AGGLOMERATIONS: A CASE STUDY OF WENZHOU

To avoid the coordination problems in small town agglomerations, it is an effective measure to formulate a coordination development plan covering all towns by upper government. A series of plans in Aojiang drainage area in Wenzhou demonstrates helpful experiences. After analyzing the problems and difficulties of coordination development in small town agglomerations, this paper finds the key points which are smart orientation, spatial integration, land use control, support systems, adjustment mechanism and so on.
