| 摘 要： | 分析了我军现行装备建设计划管理模式中存在的主要问题,介绍了美国国防部建立规划、计划与预算制度(planning programming budgeting sys tem,PPBS)的成功经验,探讨了建立我军规划、计划与预算一体化管理制度的主要制约因素。指出我军应进一步深化军事装备计划管理和预算管理体制改革,构建起我军装备建设规划、计划与预算一体化管理制度,从而使各种装备建设计划能够依其内在的一致性构成完整的战略规划“链条”。

| Abstract: | Through analyzing the main problems of the current equipment construction programming management mode in PLA. The paper introduces the successful experience of the America Department of Defense in establishing the planning-programming-budgeting system, discusses the main restrictive factors of establishing PPBS on equipment construction in PLA, and presents that the PLA should reform continuously the planning management system and the budget management system, and establish our PPBS on equipment construction, so that all kinds of construction programs could form jointly a complete strategic plan chain on military equipment in terms of their inner coherence. |
