| Abstract: | For the promotion and management of water conservancy construction in winter and spring,Guangxi has probed into new system and made breakthrough at practice in recent years.Based on a summarization of the new practice of Guangxi,the author analyzed the key issues in need of special attention under the new situation,and provided important basis for bringing every positive factor into play,arousing initiatives of the broad masses and promoting new development of water conservancy construction. |
