| 摘 要： | 推进老工业基地改造，社会保障制度是其中一项重要的难题。纵观全国及我市的社会保障的基本情况及存在的基本问题，在新时期，我们要特别注意提高社会保障的覆盖范围，彻底解决养老保险历史遗留问题，建立稳固的社保资金筹集渠道，不断创新社会保障制度，加强社会保障法制建设。

| Abstract: | In order to reconstruct the old industrial base perfectly, social security system is an important problem. Watching the basic situations and questions of social security in our country, we now have to pay more attention to enlarging the population involved, solve the issues of endowment insurance left behind by history, build a steady channel to raise social fund,innovate social securty system, and strengthen legal system construction for social security. |
