| 摘 要： | 从我国电力工业的发展现状、各省（市、区）的电力装机分布，全国大气环境及酸雨状况，煤炭、水力、石油天然气资源分布等方面论述了在实施西部大开发战略过程中，建立西南地区水电基地和“三西”地区煤电基地必要性和有利条件及需要注意的环境问题，指出电力部门在西部大开发中大有可为。

| Abstract: | This paper elucidates the necessity and favourable conditions as well as the environmental problems requiring attention for building up of hydropower bases in the western regions and coal-fired electrictiy generation bases in Shanxi Shaanxi provinces and West Inner Mongolia Region during the implementation of large scale development in West Chinain the light of the present developmental situation of China＇s power industry the distribution of installed generating capacities in various provincesregions municipalities the situation of atmospheric environment and acid rainand the distribution of coal hydropower oil and natural gas resources. In the large scale development in West China there are plenty of opportunities for China＇s power industry. |
