摘    要:为了解地理和气候因子对配电网的服务质量及效率的影响程度,采用基于Battese和Coelli(BC)模型的随机前沿分析(SFA)法,以我国2007~2010年117个配电网的平衡面板数据为例,分析了地理和气候因子对配电网服务质量效率的影响程度。为避免出现复共线性问题,运用因子分析法减少变量,使其转变为较少数量的复合因子,分别在有无复合因子的情况下评估了BC模型和固定效应模型,从而确定了可观测和不可观测的异质性对效率评估的影响效果。

Abstract:This paper analyzes the effect of geographic and weather factors on the quality of service efficiency of electricity distribution utilities for the 2007-2010 period, and applies a panel data of 117 distribution networks to measure the efficiency. And then the factor analysis technique is used to reduce the number of environmental factors into few composite variables and avoid the problem of multi-collinearity. Stochastic frontier analysis approach is applied to determine whether the geographical and climatic factors influence the service quality efficiency of distribution network. Finally, it estimates the established stochastic frontier model of Battese and Coelli and the recent true fixed effect model without and with environmental variables. Thus, it determines the impact of observed/unobserved heterogeneity on evaluation efficiency.
