| 摘 要： | 辽宁沿海经济带发展战略对水利提出了更高的支撑要求,必将使水问题越来越凸显,并形成主要制约因素之一,其快速发展将面临防洪(潮)、供水、生态三大突出水安全问题。为确保沿海经济带发展目标的实现,必须通过工程和非工程措施综合解决面临的突出水问题。
