摘    要:为响应国家自然资源统一确权三维登记模式探索的号召,解决传统矿产资源登记管理存在的抽象、监管难、信息单一、数据库分门别类不统一等问题,本文提出一种基于Skyline平台的自然资源统一确权矿产资源倾斜实景三维登记管理方法,并关联基础信息数据、传统不动产登记数据,实现矿产资源储量登记统计数据库、储量利用现状调查数据库等多库一体化管理。本文以济南市矿产资源三维登记管理系统的设计与应用为例,阐述了地表矿产资源三维登记管理模式相比传统模式的优越性,对未来自然资源统一确权三维登记模式建设具有极大的参考价值。

Abstract:In response to the call for the exploration of a 3D registration model for unified ownership confirmation of national natural resources, and to solve the problems of abstract, difficult supervision, single information, and inconsistent classification of databases in traditional mineral resources registration management. This paper puts forward a management method based on and oblique real scene 3D and Skyline platform for unified confirmation of natural resources registration of mineral resources. By associating the basic information and traditional real estate registration data, this method realizes the integration of multiple databases, such as mineral resources reserves registration statistical database and reserves utilization status survey database. Taking the design and implementation of Jinan real scene 3D mineral registration management system as an example, this paper expounds the advantages of the 3D registration mode of terrestrial mineral resources compared with the traditional mode, which has great reference value for the construction of the unified right confirmation and 3D registration mode of natural resources in the future.
