欠发达地区村镇规划编制的主要矛盾及对策——以浙江省丽水市村镇规划编制工作为例

基于对浙西南经济欠发达地区村镇规划编制工作的分析,探讨当前村镇规划工作中普遍存在的主要矛盾:农村基础设施建设资金来源短缺与农村居民日益提高的对生产生活环境的要求之间的矛盾;农村长期进城人口对建设资源重复占用的矛盾;公众参与不够和公众参与能力水平不高的矛盾;建设用地的需求与用地的供给、流转之间的矛盾;传统风貌的继承保护与新村建设之间的矛盾等等;对此,提出解决矛盾的对策。

PRINCIPAL CONTRADICTIONS AND COUNTERMEASURES IN MAKING VILLAGE PLAN IN UNDERDEVELOPED AREAS:A CASE STUDY OF VILLAGE PLANNING OF LISHUI IN ZHEJIANG PROVINCE
