| 摘 要： | 防汛抗旱投入与应急响应不同步、不协调是当前亟待解决的突出问题。通过对现行政策法规的分析，结合防汛抗旱管理的实际情况，提出构建与国家防汛抗旱应急响应等级相适应的分级投入机制的设想，并研究了中央财政投入启动条件，建立了不同应急响应等级中央财政投入确定方法，提出了相关政策建议。

| Abstract: | Lack of input to comply with emergency response of national flood control and drought relief system has become the urgent problem in China. According to the present laws and regulations, a grading of investment channels should be proposed for classifying the grade of emergency responses. The paper also makes a study on the preconditions of initiating Central Government finance. The ways of allocation of Central Government finance in comply with different grade of emergency responses are studied. Finally, suggestions are made on relevant policies. |
