超越困境的探索--市场导向下的历史地段更新与规划管理变革

在市场经济影响下,我国旧城历史地段更新过程中存在着动态化和多元化的特征。在挑战面前,传统规划管理方式却陷入了应变能力滞后的困境。本文借助城市规划、公共管理和公共决策学的有关理论成果,从较广阔的层面上分析了其深层的原因,并探讨了与市场发展相适应的规划管理变革方向。同时从建立利益表达机制、权力下放、制度创新、行政架构重组、规划手段调整以及开发手段更新等方面,提出了建构历史地段更新的规划管理新体系的设想。

MARKET-ORIENTED RENEWAL OF HISTORIC SITES AND RENOVATION OF PLANNING ADMINISTRATION

Under the influence of market economy, the renewal of historic siteshas a dynamic and diversified feature. However, traditional urban administration could not respond to the changes promptly. By referring to the theories on urban planning, public administration and public decision- making, this study analyzes the root of this problem in a broader view so as to explore a direction for the reform of planning administration catering to market economy. It conceives an alternative urban adminis- tration system for the renewal of historic sites in the aspects of power decentralization, institutional renovation,restructuringof executiveframework,regu- lation on planning measurement and renewal of de- velopment techniques.
