《村镇规划编制办法(试行)》制定时过多地参照城市规划编制办法,对村镇类型的多样性和差异性研究不足,难以适应我国村镇千差万别的实际情况.修订《村镇规划编制办法(试行)》应明确乡(镇)、村两级在规划编制中的职责;根据规划对象的不同提出不同的编制要求;减少编制环节,精简规划成果;规划图文简单、明了、直观;具体规定规划编制单位资质和项目负责人资格.

On the Implementation of Village and Town Planning Method (Trial Edition) and Suggestions on its Revision

Too much reference was made to the method of urban planning when working out the Village and Town Planning Method (Trial Edition) with little study on the diversity and otherness in the types of villages and towns, which has made it difficult to adapt to the actual situations that differ in thousands of ways. The duties of the town and village should be specified in the revision of the Village and Town Planning Method (Trial Edition). Different requirements for the workout should be put forwards for different objects of planning. Links in preparation should be reduced and planning re- sult simplified. The planning texts and charts should be simple, clear and visually understandable. Spe- cific stipulations should be made on the qualifica- tions of the plan preparing unit and the person in charge of the project.
