塔里木河流域人水和谐探讨

人水和谐是构建和谐社会中人与自然和谐的重要内容,主要表现为水系统健康、社会经济发展、人水系统协调三方面。本文以人水和谐评价三准则(即健康、发展、协调)来分析塔里木河流域人水系统的和谐关系,指出存在的问题,即塔里木河流域生态遭到破坏、干流水质稍差、利用水效率不高、用水保障及水能开发不足。塔里木河流域必须从流域角度全方位系统着手才能实现人水和谐。

Discussion of the harmonious relationship between human and water on Tarim Basin

The human-water harmony is an important part of building a harmonious society of human with nature,mainly constitute of water system health,socio-economic development and human-water coordination.The harmonious relationship between human and water on Tarim Basin is analyzed here by three evaluation principles such as(health,development and coordination).The existing problems in Tarim Basin are pointed out,as the eco-environment has been destroyed,water quality of mainstream was less bad,the water use efficiency was not high and the ensure of water using and water energy exploitation was not enough.The measures from whole Tarim Basin must be carried on to achieve the human-water harmony.
