当前电磁安全面临的形势及发展建议

未来战争一个重要的制胜手段是掌握信息和数据。随着潜在对手电磁攻击武器的正式装备和电磁窃密技术的发展,多样化的电磁毁伤手段给系统和作战体系带来的影响已变得十分严重。我军重要武器平台、关键基础设施和电子系统关键设备等,在战争时期可能面临毁灭性打击;在和平时期,将面临不知不觉的失泄密风险,电磁安全问题日益凸显。因此,分析并总结外军在电磁安全发展方面的现状,指出我军在电磁安全发展方面存在的问题,并给出相关的发展建议。在新的历史时期,为保障我军武器装备在复杂电磁环境下的适应性和生存能力,需要强化我军电磁安全顶层规划,集合全社会各个层级力量,加强军民融合,共同推进我军国防和军队现代化发展。

The Current Situation of Electromagnetic Security and Development Suggestions

Information and data are an important means of winning future wars.With the development of the formal equipment of the potential opponent’s electromagnetic attack weapon and the electromagnetic stealth technology,the influence of various electromagnetic damage means on the system and combat system has become very serious.Our important weapon platform,critical infrastructures and the key equipment in electronic systems,etc.,will be faced with devastating in war,and the risk of unwitting losing and divulging a secret in peace period.The electromagnetic security issues are increasingly prominent.This paper analyzes and summarizes the current situation of foreign military in electromagnetic safety development,points out some problems of our military in electromagnetic security development,then gives some suggestions.In the current new historical period,in order to ensure the adaptability and viability of our weapons and equipment in the complex electromagnetic environment,it is necessary to strengthen the top-level planning of our electromagnetic security,gather forces at all levels of the society,strengthen the integration of military and civilian,and jointly promote the modernization of our national defense and military.
