| 摘 要： | 定义空中交通管制系统效能的概念和计算方法，提出适合中国空中交通管制特点的效能评估模型，并综合运用专家调查法和改进的层次分析法计算空中交通管制系统的效能值。在效能评估模型和评估算法的基础上开发效能评估系统，对系统效能影响参数的灵敏度进行分析，验证该评估系统的有效性。 |

| Abstract: | The conception and calculation method of air traffic control system effectiveness are defined in this paper, and the evaluation model which can be used in the air traffic control system of China is proposed, then it evaluates the effectiveness of air traffic control system by the expert survey and Improved Analytic Hierarchy Process（I-AHP） methods. Basing on the effectiveness evaluation model and algorithm, it develops the effectiveness evaluation system, and provides the sensitivity analysis of the factors which can affect the performance of system, results proves the validity of the evaluation system. |
