摘    要:论述了城市水资源需求管理的发展历程和城市水资源需求管理的内涵,提出了建立城市水资源需求管理信息系统的构架体系。以北京市公共生活用水的定额管理实践为例,初步建立了以MIS/GIS为基础的北京市公共生活用水需求管理信息系统平台。系统由数据编辑、用水数据与空间数据的查询、多种统计分析、用水定额模型、需水预测模型、节水评价模型、水价敏感度模型、报表输出等主要功能组成。系统界面友好,多种报表输出,预测数据易于输出到商业化软件中,数据统计方便,系统扩展性好,可以为北京市水资源规划、管理和配置乃至社会经济发展提供科学的决策依据。

Abstract:Based on the development and concept of urban water demand management, main structure of urban water demand management information system was brought forward.Taking the public domestic water in eight districts of Beijing as a case,Beijing public domestic water demand management information system platform was built based on MIS and GIS technology.This system has many functions,including data edit,water data and spatial data query,several methods of statistics and analysis,water quota model,water demand model,water saving valuation model,sensitivity model of water price,report of data output,etc.The system is characterized by user-friendly interface for ease of data reports and export of forecast data to popular commercial software programs,maximum flexibility in data statistic,easy expansibility and so on.It provides bases for the planning,management and allocation of water resources and social economic development in Beijing.
