| 摘 要： | 通过剖析编制过程中的每个环节,揭示了其“技术理性”所表现出来的两大特征:其一,编制过程的“有限理性”导致编制过程只是在寻找一种使多方利益组织达到某种程度满意的过程;其二,“政策实施工具的理性”体现了政治的偏好与过程。
