电力备用市场化运营需求研究

随着我国电力市场改革的逐步深入,电力备用市场化运营已提到议事日程.该文从经济的角度,分析了传统备用需求确定方法的不合理性;基于消费者剩余理论,推导了在平衡点附近需求曲线线性化时平衡点失负荷价值计算公式;通过对备用价值的研究,根据平衡点失负荷价值计算公式提出了平衡点处系统最优电力备用需求确定模型.通过算例分析了该模型的可行性,并对电力需求价格弹性、系统可靠性、备用成本与系统最优备用水平的关系进行了研究,得出需求价格弹性越大,系统最优备用需求越低;系统可靠性越高,系统最优备用需求越低;备用成本越高,系统最优备用需求水平越低.

A STUDY ON DEMAND OF ELECTRICITY RESERVE MARKET IN MARKETING OPERATION

With the progressive deep going of the electricity market reform in China, it has been placed on the agenda to operate the reserve market in the market way. From the angle of the economy, this paper analyses the disadvantages of the traditional method of determining the reserve demand. Based on the theory of consumer surplus, it derives a formula to compute the value of loss load on the assumption that the demand curve is linear near the equilibrium point. By the study of the reserve value and the formula, it proposes an optimal model for determining the reserve demand of the system. The case study proves the feasibility of the model. It also does research on the relationships between the price elasticity of demand, the system reliability, the reserve cost and the optimal reserve level. The higher the price elasticity of demand, the lower the reserve demand; the higher the system reliability, the lower the reserve demand; the larger the reserve cost, the lower the reserve demand.
