| 摘 要： | 长江三峡工程成败的关键在移民,移民搬迁安置顺利实施的保障是移民安置规划和有效的组织管理。移民安置规划及实施过程中,通过建立系统的法规、文件支撑体系,引入环境容量分析和资产评估方法,科学选址,准确把握移民补偿与地方发展之间关系,编制合理的迁建进度计划等;同时建立高效的管理体制和"静态控制、动态管理"的资金管理方式,根据实际情况变化适时依法调整规划等,顺利完成了移民搬迁安置任务,维护了库区社会稳定,促进了库区经济发展,推动了水利水电工程建设征地移民法规、规范、技术的发展和完善。还对移民安置理论、移民安置前瞻性工作进行了探讨。
