| 摘 要： | 通过对煤炭工业生产力水平的现状和安全管理机能及存在问题的分析,得出煤矿事故多发的主要原因是生产力水平相对较低和安全管理与之不适应的结论,并提出基本的对策建议。

| Abstract: | With the analysis on the present status of the production level,safety management mechanism and the existing problems in the coal industry,the paper concluded the main causes of the mine accidents occurred in coal mines that the production level was too lower and the safety management could not meet the production level.The paper provided the proposals on the basic countermeasures. |
