摘    要:现代工程建设项目规模向大型化发展,对项目管理和控制的要求也越来越高。必须抓好工程项目建设过程中的每一个环节,尤其是项目初始阶段的工作。项目初始阶段可以划分为18项工作内容,包括研究、熟悉合同文件;建立与用户的联络途径;组织与用户的开工会议;确定项目工作分解结构,建立项目记账编码;确定项目组织分解结构和编码;编制项目计划;组织项目开工会议;发表项目设计数据;开展工艺设计;发表项目协调程序;编制初步估算;发表初步项目总进度表;制定设计计划;制定采购计划;制定施工计划;制定开车计划;制定质量计划;制定财务计划。

Abstract:The work content of the project starting period induding the following items: study and he familiar with contract paper; set the way to get in touch with users; organize the starting operation meeting with users; determine decompose structure of the project; set the account number of the project; determine project organization decompose structure and its number; work out project program: organize project starting operation meeting; publish project designing data; launch technology design: publish project coordinate sequence; work out initial estimation; publish the overall rate of progress of initial project; draw up design program; draw up purchasing program; draw up construction program; draw up starting operation program; draw up quality program; draw up financial program.
